CETA will\ncontribute in considerable liberalization of trade in services. Better access\nto financial service markets is foreseen. In general, CETA will aim to create a\nfair trade environment that benefits consumers, with regulatory regimes that\nare transparent for investors and businesses. \n<\/p>\n\n\n\n

However,\ncertain sectors will be excluded such as health care, public education, culture\nand other social services. Other exclusions will be put in place to allow for\npreferential treatment of Aboriginal populations and minority groups.  <\/p>\n\n\n\n

Also, governments will be recognized their right to regulate and exercise sovereign control over sensitive sectors, such as the development of natural resources. Monopolies and state enterprises with public-service obligations will also continue to have flexibility to serve public interests.  <\/p>\n\n\n\n

<\/div>\n\n\n\n

1. Opening of the European Union services market<\/strong><\/h2>\n\n\n\n

In 2012,\nCanada\u2019s services exports to the EU was worth $14.5 billion. The following\nsectors that are of export interest to Canadians will become more attractive\nwith the CETA provisions: <\/p>\n\n\n\n

  1. Research and development<\/li>
  2. Mining<\/li>
  3. Services related to energy<\/li>
  4. Technical testing and analysis services<\/li>
  5. Environmental services – Computer and information technology<\/li>
  6. Professional services, including
    – Legal;
    – Architectural;
    – Engineering;
    – Urban planning.  <\/li><\/ol>\n\n\n\n
    <\/div>\n\n\n\n

    2. Opening of Canada\u2019s services market<\/strong><\/h2>\n\n\n\n

    In 2012,\nthe EU\u2019s services exported to Canada valued at $16.8 billion. CETA provides for\nnew market access into various sectors, such as: <\/p>\n\n\n\n

    1. Commercial dredging;<\/li>
    2. Repositioning of empty containers;<\/li>
    3. Uranium investment (that will become less restrictive; see section on investments); <\/li>
    4. Telecommunications (competitors are meant to have better access to networks and services, and regulations are required to be more impartial and transparent).  <\/li><\/ol>\n\n\n\n

      Canadian provinces and territories will however have discretion in establishing the liberalization measures in certain service sectors such as architecture, engineering, foreign legal consulting, urban planning, tourism and business services, and will therefore not be bound by the term of CETA; However, out for concern for transparency, such non-conforming measures will be listed.    <\/p>\n\n\n\n

      <\/div>\n\n\n\n

      LABOUR MOBILITY  <\/strong><\/h2>\n\n\n\n

      CETA\u2019s\nprovisions shall aim to increase labour mobility.  <\/p>\n\n\n\n

      For\ninstance, Canada and the EU have agreed on mutual recognition of substantive\nprofessional qualifications. Also, the agreement shall facilitate temporary\nmovement of company personnel between Canada and EU by implementing more\nlenient labour mobility rules. This will help companies establish branches and\ninsure maintenance of services in the Parties\u2019 territories.  <\/p>\n\n\n\n

      Barriers\nto international service trade will be reduced (such as investment &\nownership restrictions, citizenship and residency requirements).  <\/p>\n\n\n\n

      CETA will\nalso set various provisions pertaining to temporary entry, such as:  <\/p>\n\n\n\n

      1. Reciprocal commitments regarding independent professionals and contract service suppliers on a sector and member-state basis;<\/li>
      2. Setting a minimum stay duration of equal duration for both Parties, the length of which would vary depending on the category of persons (e.g. intra-corporate transferees, short-term business visitors etc.) shall apply to both Canada and the EU. \u200b  <\/li><\/ol>\n\n\n\n

        These\ntemporary entry provisions will cover: <\/p>\n\n\n\n

        1. Intra-corporate professionals;<\/li>
        2. Investors and business visitors for investment purposes;<\/li>
        3. Contract service suppliers and independent professionals with contract length of 12 months or less; <\/li>
        4. Short term business visitors including after-sales and after-lease services.<\/li><\/ol>\n\n\n\n
